OVERVIEW

What is it?

The document outlines the guiding elements of a Monitoring, Reporting and Evaluation (MORE) framework for the Team Europe Initiatives (TEI).

What can it be used for?

This framework enables TEI members to set up a coherent and integrated TEI joint intervention logic and individually tailored monitoring and evaluation arrangements, based on existing monitoring systems. It additionally defines how the EU will inform about TEI’s results in an aggregated manner.

When can it be used?

The TEI MORE framework is used to support the TEI monitoring, evaluation and learning practices at design, implementation and closure phase.  

Who can use it?

All stakeholders involved in the design and execution of a TEI, and the Commission services involved in the annual reporting exercise on TEIs.

What are its strengths?
  • It provides guidance, including templates, for monitoring and reporting TEI results.
  • It is designed to maximise the use of TEI members existing monitoring systems
  • It is designed in a flexible and agile way so that the most relevant elements can be selected for implementation of each TEI.
What are its limitations?
  • Being a non-mandatory tool, it complements but it does not replace individual TEI members’ monitoring and evaluation arrangements.

PRACTICAL APPLICATION

Key elements

The TEI MORE framework defines a limited number of key indicators (impact and outcome/output level) for aggregation across TEIs (Table 1, see below). It also identifies indicators from EU and MS frameworks (annexe 6) which partially or fully match the ones selected for aggregation.

It additionally provides a template to collect qualitative information for aggregated results reporting (annex 4 – stories of change).
