OVERVIEW

The EFSD+ Results Measurement Framework (ReMF) is used to design, monitor, and evaluate the results of financing and investment interventions financed under the European Fund for Sustainable Development (EFSD+), as integral part of the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI-GE).

What is it?

The EFSD+ ReMF is composed by a “menu” of results (impacts, outcomes, outputs), structured around sectors/areas, with their associated indicators, which include built-in alignment with NDICI-Global Europe Results Framework (GERF), Instrument for Pre-Accession Assistance Results Framework (IPA RF), as well as the Sustainable Development Goals-SDGs. The EFSD+ ReMF applies to all EFSD+ funded interventions, including budgetary guarantees, blending and other financial assistance covered by EFSD+.

What can it be used for?

The EFSD+ ReMF is to be used to fill in a Logical Framework Matrix/Results Framework of Actions that include financial instruments and/or budgetary guarantees. Following the instructions provided in the Explanatory Note, the EFSD+ ReMF could be used to complete the relevant section of the following documents:

  • Action Document
  • Application Form for Blending
