ROM Experts

6.4 ROM Experts

ROM Experts (core or non-core) are managed by:

  • ROM Coordinators from the internal OPSYS – MyWorkplace; or
  • ROM Contractors from the Funding & Tender Opportunities Portal, in the Monitoring & Evaluation component > ROM > ROM Experts section.

ROM Coordinators can create, manage (update), disable (i.e. status set to “Rejected” or “Not available”), approve or delete ROM Experts (core and non-core).

ROM Contractors can create, manage (update), or delete ROM Experts (core and non-core).



All users (internal or external, and via their respective access) can view ROM Experts.

This external user documentation will only focus on the external steps and features detailed below for ROM Contractors and ROM Experts.


6.4.1 Find a ROM Expert

To find a ROM Expert, ROM Contractors or ROM Experts will first access the Monitor & Evaluation (1) component > ROM > ROM Experts (2) section in the Funding & Tender Opportunities Portal.

Use the Advanced Filter (3) to enter and select filter options to refine your search, and click on the “Apply” (4) button to apply the filter options. The list of search results based on the applied filter criteria are displayed in the Results (5).




From the list of results, click on the down arrow icon to expand a specific panel and view the Expert’s information. You can also export the list of results to an Excel file, containing the information of the Experts listed, from the Actions button (6) > “Export” option situated at the top right of the page.

 

6.4.2 Create a ROM Expert

Only ROM Coordinators or ROM Contractors can create ROM Experts (core and non-core).

To create a ROM Expert, the ROM Contractor must first access the ROM Experts section (as detailed in previous section above), and search to verify that the Expert does not already exist in the system.

Important note:

Experts need to be approved so they can be selected for ROM reviews.

If the ROM Expert is created by either:

  • The ROM Coordinator, the ROM Expert will be created in alreadyApproved” status; or
  • The ROM Contractor, the ROM Expert will be created in “To be confirmed” status, and will first need to be approved by a ROM Coordinator before the Expert can be selected for a ROM review.


In the ROM Experts section, click on the “Add” button situated at the top right of the list of experts.

For the ROM Contractor from the external Funding & Tender Opportunities Portal:



In the ROM Expert Creation pop-up window, enter the following fields for the corresponding steps:

User Selection

(*) required fields

  • EU Login* – Enter the required EU Login username of the Expert (i.e. the Expert must have an active EU Login account). For support, the user can access EU Login to create/manage their EU Login account, or view the EU Login Guide (PDF) for detailed documentation concerning.
  • E-mail* – Enter the required e-mail address linked to their EU Login account of the Expert.

Tip: Use the auto-complete function, once you have entered the EU Login username of the Expert, by clicking on the search button. If the username is found by the system, the remaining e-mail, first/last name fields will be automatically completed.

  • Last name* – Enter the last name of the Expert.
  • First name* – Enter the first name of the Expert.

Click on “Continue” to proceed to the next Expert Creation step.



Alternatively, click on the “Cancel” button to cancel the operation and return to the ROM Expert section.

Expert Creation

  • Contract period* – Select the contract period from the drop-down list of options.
  • Lot* – Select for which lot from the options in the drop-down list:
    • 1 – Global (INTPA)
    • 2 – Sub-Saharan Africa (INTPA)
    • 3 – Neighbourhood (NEAR)
    • 4 – Enlargement (NEAR)
  • Sector* – Select the main sector of expertise of the Expert from the drop-down list of options:
    • Civil society, local authorities
    • Democracy and rule of law, gender equality, human rights
    • Education and culture, health, social protection
    • Energy and climate change
    • Financial intermediaries and financial products
    • Investment climate, private sector development, international trade
    • Migration
    • Nuclear safety and security, conflict prevention
    • Rural development, nutrition, and food security
    • Statistics and data measurement
    • Sustainable cities, transport infrastructure and digitalisation
    • Water and sanitation, environment, and natural resources
  • Category* – Select the category of expertise of the Expert from the options in the drop-down list: Medium or Senior.
  • Type* – Select the type of expert from the options in the drop-down list: Core or Non-Core.
  • Comments – Enter any optional comments concerning the Expert, which is visible to all users.



Once the required fields are completed, click on the “Save” button to confirm the creation of the Expert.

If the ROM Expert was successfully created, a green confirmation message will be displayed at the bottom right of the page, and:



  • You will be redirected back to the ROM Experts section;
  • The ROM Expert is added to the list of experts.

Alternatively, click on the “Cancel” button before saving to cancel the creation of the Expert.

Reminder: If the ROM Expert was created by either:

  • The ROM Coordinator, the ROM Expert will be created in alreadyApproved” status; or
  • The ROM Contractor, the ROM Expert will be created in “To be confirmed” status, and will first need to be approved by a ROM Coordinator before the Expert can be selected for ROM reviews.

Tip: You will need to refresh the web browser page to see the newly added ROM Expert in the list of experts.


6.4.3 Manage a ROM Expert

Only ROM Coordinators and ROM Contractors can manage (update) ROM Experts.

To manage (update) a ROM Expert, the ROM Contractor must first find the ROM Expert (if not already done) in the ROM Experts section.

Once you have found the Expert, click on the corresponding “Actions” button on the right side, and then select the “Update” option.



In the Update ROM Expert pop-up window, update the fields as needed for the Expert (same fields as for the creation of the ROM Expert), and then click on the “Continue” button to proceed.



In the next Confirmation pop-up window, click on the “Yes” button to confirm the update of the Expert’s details.



If the ROM Expert was successfully updated, a green confirmation message will be displayed at the bottom right of the page, and:



  • You will be redirected back to the ROM Experts section;
  • The information for the ROM Expert will be updated (if needed, refresh the web browser page to see the modification applied).

Alternatively, click on the “Cancel” button or “No” button in the previous steps before saving to cancel any modifications.

 

6.4.4 Approve a ROM Expert

Only ROM Coordinators can approve ROM Experts.

ROM Experts need to be in “Approved” status in order to be selected as Experts for ROM reviews.

6.4.5 Disable a ROM Expert (Reject or Not Available)

Only ROM Coordinators can disable ROM Experts (i.e. set the status of the ROM Expert by choice to either “Rejected” or “Not available”), and a disabled ROM Expert cannot be selected as an Expert for ROM review).



6.4.6 Delete a ROM Expert

Only ROM Coordinators or ROM Contractors can delete ROM Experts.

To delete a ROM Expert, the ROM Contractor must first find the ROM Expert (if not already done) in the ROM Experts section.

Please note that ROM Experts must be in either “To be approved” or “Approvedstatus to be deleted.

Once you have found the Expert, click on the corresponding “Actions” button on the right side, and then select the “Delete” option.



Tip: You can also select multiple ROM Experts to be deleted simultaneously by first selecting the ROM Expert(s) in the list of experts (1), and then clicking on the “Delete” button (2) at the top right of the list of experts.

 

Please note that if any system warnings are detected before the deletion of the Expert(s), they will be displayed at the top of the Delete Confirmation pop-up window, and will need to be resolved first to proceed with the deletion. For the example below: you cannot delete ROM Expert(s) that is linked to a ROM review(s).

If no system warnings are detected, you can proceed with the deletion operation.

In the Deletion Confirmation pop-up window, click on the “Yes” button to delete the listed ROM Expert(s).

Warning: The deletion of a ROM Expert cannot be undone!


If the ROM Expert(s) was successfully deleted, a green confirmation message will be displayed at the bottom right of the page, and:



  • You will be redirected back to the ROM Experts section;
  • The ROM Expert(s) is permanently deleted from the system.

Alternatively, click on the “No” button before deletion to cancel the operation.
