1. Connect to the Portal

1.1 Access the Portal

All external Implementing Partners, Economic Operators and potential candidates/organisations access the Funding and Tender Opportunities Portal via the public access link:

The external portal is optimized for Mozilla Firefox and Google Chrome - using a different browser can cause issues in the display of the screens.

You can access the portal from your favourite device as it is compatible with computers, tablets and smartphones.


1.2 Search, Navigation and General Layout

Economic Operators (for tenders) or potential candidates/applicants (for calls for proposals for grants) can search for calls for EU External Actions from the Search Funding & Tenders (1) page on the portal, or directly from the search function (2) on the main page of the same portal.



On the Search Funding & Tenders page, select the programme "EU External Action (RELEX)" from the left search and filter menu, and use the filter by keyword(s) or other filters to limit the search results.



If you need to limit your results to grants or tenders, select/de-select to option depending on your choice from the left menu.

Click on the title of the call in the filter results to access the call and application or submission details.

Use the top menu of the portal to access other pages, for example:

  • How to Participate - For instructions on key steps, participant registration and partner search;
  • Projects & Results - For information on past and ongoing programmes and funded projects;
  • Work as an Expert - To register as an external expert for European Union Institutions, to assist in the evaluation of grant applications, projects and tenders, and to provide opinions and advice in specific cases;
  • Support - For access to online guidance and manuals, FAQs, support videos, and how to contact the Support Helpdesk in the case of additional questions and/or support issues.


1.3 Language

To change the language of the portal, click on the current language setting at the top right of the page, and in the Select Language pop-up window, select you preferred language.


1.4 Login and My Account

To access services other than the public access to the portal (e.g. register your organisation, participate in a call, submit a tender, etc.), you will have to create an EU Login. An EU Login can be created by any user.

For the results and monitoring of Interventions, Lead Implementing Partners are assigned to Interventions by the Operational Managers of the Interventions, so they also need to create an EU Login to access the Interventions via the portal. Implementing Partners and Experts will also need an EU Login when re-assigned.

Once you have successfully created your EU Login and/or connected to the portal, access and manage your EU Login account details from the top right Profile Icon > My Account option.
