OVERVIEW

What is it?

The reference document n. 24, Vocational Education and Training for Inclusive Growth in Development Cooperation, provides conceptual and operational guidance, practical know how and information on technical resources on VET. It is organised in 13 concise guidance notes that provide quick access to good practices on a variety of key topics.

What can it be used for?

The manual provides support for the various steps entailed in design (identification and formulation), implementation and monitoring and evaluation of VET projects in partner countries.

When can it be used?

At any stage of the Intervention Cycle Management, as the guide provides guidance related to programming, policy dialogue, intervention design, monitoring, evaluation etc. in relation to VET interventions

Who can use it?

EU staff and other development practitioners, including consultants working on EU projects.

What are its strengths?

Cover both the conceptual approach - based on finding from more than fifteen major multilateral and bilateral development and research organisations - and practical guidelines - through specific guiding notes.

Key elements

In Part 1, the guidance presents international concepts, policies and approaches related to the field of vocational education and training. It address in particularly the systemic building blocks in VET reform program, as per the picture below:



Part II contains 13 practical guidance notes for making VET system development work in practice, with a view towards identifying entry points for EU support in terms of policy dialogue and operational support.
