Registration of participants
Before responding electronically to any public procurement procedure, the submitter needs to be registered in the European Commission's user authentication service (EU Login).
The organisation (a candidate or tenderer in a procurement procedure) must be registered in the European Commission's Participant Register - an online register of organisations participating in EU calls for tenders or proposals.
Instructions on how to create a PIC can be found on this page. Economic operators already registered in the Participant Register shall reuse their existing PICs when preparing tenders in eSubmission.
Search for tendering opportunities
You can search for tendering opportunities with EU institutions on the Funding & Tenders Portal.
Many EU institutions use the Funding & Tenders Portal to publish Planned calls for middle and low value contracts (above 15.000 EUR and below 143.000 EUR for supplies and services). You can express interest if you want to be invited to submit a tender in the future negotiated middle/low value procedure.

Searching on the Funding & Tenders Portal
You can search for EU calls for tenders opportunities on the Funding & Tenders Portal. The call for tenders card gives you details like the number of lots, their scope, the submission deadline, etc. From this page you can:
- Search for calls for tenders & save those searches
- Bookmark pages related to calls for tenders
- Subscribe to calls for tenders
- Consult procurement documents
- Create and submit a question
Register in the Participant Register
- Access eSubmission
Access the Submission Receipts (proof of submission)
View, edit or delete draft submissions
Withdraw submissions and access the Withdrawal Receipt (proof of withdrawal)
- Manage notifications
To start your search from the Funding & Tenders Portal follow these steps:
| 1. | Open the Funding & Tenders Portal. Click on the the Procurement tab from the top navigation menu and select the option Calls for tenders. |
| 2. | You will be directed to the Calls for tenders page, where you can search for the public calls for tenders (including ex-ante publications) by typing the complete reference number of the call for tenders, keywords in the search box or using the available filters (country, CPV (Common Procurement Vocabulary) code, contract value etc.). Click on the magnifying glass. |
| 3. | The filter results are displayed on the screen.

| 4. | By clicking on the title of the call, you can access the call for tenders details. |
| 5. | There you will find an Access submission button if electronic submission is available for this public procurement procedure: To submit electronically, consult the appropriate page: open procedures, two-step procedures or negotiated procedures. |
| 6. | You need to be registered in the European Commission’s user authentication service (EU Login) to use eSubmission and to respond to a call for tenders published on the Funding & Tenders Portal. |

How to participate ?
Click on Guidance and documents tab from the top navigation menu and select How to Participate.
You arrive at the How to Participate page. Click on the Procurement tab. Under Step 1, you can also find a link to additional information about public procurement procedures. The different steps of the workflow are explained on the page.
How to find the procedure details ?
The eSubmission home page shows the details on the procedure you want to respond to: the procedure reference number and title, the procurement type, etc.
The time limit for receipt of tender is indicated too: you find the deadline date and time and time zone. There is also a countdown reminder.
In the Communication section, you will find a link in the More information about the procedure section, which will direct you to the call for tenders space on Funding and Tenders Portal. There you will find the procurement documents.
At all times, you can consult the procedure main data by clicking on the Procedure reference number button on the left side of the screen:
eSubmission system requirements
Make sure you read the system requirements for using eSubmission. When you open eSubmission, there is a link to them in the first section of eSubmission page. The link is also available on the parties page and on the tender data page. eSubmission system requirements will provide you information about the supported browsers, file types, size of attachments and other system requirements when submitting a tender / request to participate in eSubmission.
