On this page you will find the guidelines on how to search for call for tenders and register your company to obtain a Participant Identification Code (PIC, 9-digit number).

Information on how to respond electronically to EU procurement procedures (open procedures, two-step procedures and negotiated procedures) can be viewed by clicking on the on the arrow (>) of the navigation menu (on the left) to unfold the section about each procedure type.

Registration of participants

Before responding electronically to any public procurement procedure, the submitter needs to be registered in:

  • The European Commission's user authentication service (EU Login);
  • The EU Institutions' eProcurement platform TED eTendering.

The organisation (a candidate or tenderer in a procurement procedure) must be registered in the European Commission's Participant Register - an online register of organisations participating in EU calls for tenders or proposals. 

Instructions on how to create a PIC can be found on this page. Economic operators already registered in the Participant Register shall reuse their existing PICs when preparing tenders in eSubmission.

Search for tendering opportunities

You can search for tendering opportunities with EU institutions on two main websites: the Funding & Tenders Portal and the TED eTendering platform.

There you can find all EU institutions' calls for tenders published on the Tenders Electronic Daily (TED), the electronic Supplement to the Official Journal of the EU, dedicated to European public procurement.

Some EU institutions use the above mentioned platforms to publish planned calls for tenders as well:

  • Planned calls to be published on TED: you can subscribe to the planned call if you want to be informed about the future publication on TED.
  • Planned calls for middle and low value contracts (above 15.000 EUR and below 140.000 EUR for supplies and services): you can express interest if you want to be invited to submit a tender in the future negotiated middle/low value procedure.

Searching on the Funding & Tenders Portal

You can search for EU calls for tenders opportunities on the  Funding & Tenders Portal. The call for tenders card already gives you a few details like the number of lots, their scope, the submission deadline, etc.  From the call for tenders details, you can access the call for tenders space on TED eTendering.  

To start your search from the Funding & Tenders Portal follow these steps:

Click on the Search funding & tenders  tab of the menu bar and select Search funding & tenders from the drop-down menu.

You can filter the search results based on different kinds of criteria. If you are interested in tenders only, uncheck Grants. You can search according to the status of the call (Forthcoming, Open for submission or Closed), the CPV (Common Procurement Vocabulary) code and the Places of delivery or performance, for instance. See the different possibilities below:

You can also enter one or more keywords or the complete reference number of the call for tenders and click on the magnifying glass.

The call for tenders will now be displayed:

By clicking on the title of the call, the tender card will open and you will access the tender details:


Click on Call for tenders' details and then on See all details to open the call for tenders space on TED eTendering:

There you will find a Submit a tender or Submit a request to participate button if electronic submission is available for this public procurement procedure:

Procurement documents are available on TED eTendering. To submit electronically, consult the appropriate page: open procedures, two-step procedures or negotiated procedures

You need to log into your eTendering account to be able to prepare your submission and submit it. You can create an eTendering account using your EU Login.

How to participate: the key steps

You arrive at the How to Participate page. Click on the Tenders button on the upper left corner to view information concerning calls for tenders. A blue line will appear on the activated button and the Grants button will be greyed out:

Where to find the details on a procedure in eSubmission

The eSubmission home page shows the details on the procedure you want to respond to: the procedure reference number and title, the procurement type, etc.

The time limit for receipt of tender is indicated too: you find the deadline date and time and time zone. There is also a  countdown reminder.

A click on the  Show more button displays additional details.

In the Communication section, you will find a link More information about the procedure, that directs you to the call for tenders space on TED eTendering. There you will find the procurement documents.


At all times, you can consult the procedure main data by clicking on the Procedure reference number button on the left side of the screen:


eSubmission system requirements  

Make sure you read the system requirements for using eSubmission. When you open eSubmission, there is a link to them in the first section of eSubmission service. The link is also available on the parties page and on the tender data page.   

Here are the requirements for the public procurement procedures (procedures published on TED eTendering):

Supported browsers

The application was tested with the latest versions of the following browsers: Microsoft Edge, Chrome, Firefox, Safari.

The application is responsive.

MultilingualismMultilingualism is supported (24 languages).
Character set encodingUTF-8.
Supported file types

The system supports the following file types for all uploads: pps, pptx , jpg, docx, pdf, msg, doc, xlsx, xls, xml, rtf, txt, tiff, p7m, bmp, jpeg, tif, pptx, jpe, gif, png.

If you select a wrong file type, the warning displayed lists the accepted file types explicitly.

Name of an attachmentThe filename of an attached document should be less than 50 characters.
The following 12 characters are not allowed in the filename: & <> : \ / * ? " | ' %.
Size of an attachmentThe size of an attached document should be less than 50 MB.
Maximum number of files attached to a submissionThe total number of documents attached to the whole submission should be less than 200.
EncryptionThe system features an encryption mechanism, based on an asymmetric key for the submission.
