Organisations can apply for the Quality label for the Host, Support and Lead organisation roles. Organisations applying for the Host and/or Support role as well as the Lead role from call year 2023 onward will be assessed by experts in two sequential processes:

  1. Assessment of the application for Host and/or Support role
  2. Assessment of the application for Lead organisation, after the Host and/or Support role consolidated assessment results (at least one with outcome Awarded) were submitted, have been accepted by the NA and the assessment for the Lead role was initiated

This page explains the expert assessment for  ESC50 - Quality Label applications for the Lead role, call year 2023 onward The specifics for consolidation and editing assignments for these type of assessments are also explained on this page. This page also applies for applications for the Lead role only, where the applicant organisation has attained a Quality Label for the Host and/or Support role in a previous call year.

Access "My Assessments" from Single Entry Point

Log in to the Single Entry Point and select My Assessments under Assessments in the main menu. See  Expert login to EESCP and Assessment Module  for step-by-step instructions. 


Filter your assignment(s) and open the expert assignment to work on

The  My Assessments  screen opens with the Search and filter  and the  Search results  panels, displaying all your available assignments as per set, default, filters. Expert assignments requiring your attention will be in status Assignment Ongoing

Use the available  Search and filter options to filter the results list according to your needs. In our example, we search for ESC50, call year 2023, for Expert assignment in status ongoing. See the page My Assessments for details on the search and filter options as well as basic functionalities of this screen.

ESC50 applications for the Lead role can be recognised from the project code or by the information available in column Role(s) Requested . The project code for these Lead role assessments is suffixed with _L, for example 2023-1-CZ01-ESC50-QLA-000001458_L.

To open the assessment to work on, c lick on the hyperlinked Project code , or click  on the Actions  button in the Actions column and select the option  Open assessment .

In our example, we open the assessment for project 2023-1-RO01-ESC50-QLA-000000004_L , indicating it as an application for the Lead role. The column Role(s) Awarded does not display any information for this assessment. This means the application submitted by the applicant organisation was for the Host/Support and the Lead role. The assessment for the related Host and/or Support role application for the same year was completed and accepted by the NA, with at least one role awarded.

The assessment of the Lead role application is the 2nd step in the assessment of these applications.

The "Assessment details" opens

The Assessment Details screen opens in a new tab. The Header (1), expanded in the image below, containing basic project information. Project information (2) is by default selected in the Navigation menu. 

The Application (3) section in the work area contains the PDF version of the application submitted by the applicant organisation and all annexes submitted with it. You also have the option to view the application form online. The Budget information (4) section always displays 0 for these assessments. 

The Assessments (5) section provides access to the individual expert assessments for the related application for the Host and/or Support role.

Assessment Details for an application for lead role, where the assessment for the Host and Support roles (same year) was completed

Here is an example of the Assessment Details for an application for the lead role, where the applicant organisation attained the Quality Label for the Host and Support roles in a previous Call. The Project Information does not display the Assessments subsection if the assignment is ongoing. There is no option to view the assessment results for the Host and/or Support role.

Review the documentation of the application in the "Project information" section

When opened from My Assessments, an assessment always displays the  Project Information  by default. The information available here is relevant for the given assignment. 

Available subsections under Project Information include Application, Budget information, and Assessments

  • Application - contains the PDF version of the application submitted by the beneficiary organisation and all annexes submitted with it and the possibility to view the application form online. The following options may be available for the files: 
    1. Download each file individually, using the Download PDF button, and
    2. View as a PDF in your browser, using the See  PDF on line button
    3. View the Application form online, by clicking on the yellow See Application Details button. This option is specific to Application forms.

Review the documentation of the application in the Project information section

  • Budget information - contains information about the budget linked to the project
  • Assessments - contains the PDF versions of the assessment of the Host and/or Support role, if the assessment for the related Host and/or Support role application for the same year was completed and accepted by the NA, with at least one role awarded.
    It provides a
    ccess to the individual expert assessments, consolidator assessment and, if applicable, edited version of the consolidated assessment. You can:
    1. Download each file individually, using the Download PDF button,
    2. View as a PDF in your browser, using the See  PDF on line button, and
    3. Open the Assessment Details, using the Redirect to assessment details page button
      Clicking on a hyperlinked document name will also open the PDF in your browser.

If you select to open the Assessment Details, they will open in a new tab in your browser in read-only mode. In this example, we opened the Assessment Details of the Consolidator assessment for the Host and Support role. Use the Navigation menu to view all assessment details.

Complete the "Award criteria" section 

Select Award criteria from the Navigation menu. This section contains the criteria to be evaluated for each requested role.

The assessment is automatically saved as you fill it in. If you close the form before it is completed, you can open it again from My Assessments  and continue the assessment.

The Award criteria  opens on the expert specific tab, in our example Expert 1, and shows the Lead role sub-tab. Any other displayed tabs, associated for example to the other expert(s) participating in the assessment of the same project and/or the consolidator, are greyed out. You do not have access to these.

Access the Award criteria section from the Navigation menu

Provide "Comments"

Supporting comments must be added in the available Comments field for each available Award criteria. All comments fields are mandatory.

Provide score per Award criterion 

The Lead role assessment and the decision per award criterion are based on numerical scores.

The Lead role application must score at least 60 points in total and at least 50% of the points for each available criterion for it to pass the required threshold. 

In our example, the total score is 82. It is displayed in green in the Lead role sub-tab, indicating the required threshold was reached. For each available criterion, at least 50% of the applicable score was reached.

When all comments and scores are provided, Award criteria in the Navigation menu is marked with a green check The table in the header is also updated, displaying the total score and Awarded or Not Awarded, depending on the scores provided. In our example, the total score is 82 and the Lead role is indicated as Awarded

Access and answer "Typology questions"

Use the radio buttons to answer the available questions

Click on Typology questions in the Navigation menu. 

This section contains a set of questions to be answered using the available radio buttons to select either Yes, No or NA, if available. The questions displayed vary depending on the roles the organisation applies for. Mandatory questions are marked with a red asterisk  * .

Complete the "Comments" section

Use the Navigation menu to access the Comments section.

The Comments section of an assessment allows the expert to provide additional commentary for the applicant and/or National Agency. Some comment fields are mandatory. Different comment fields may be available. The following options are possible for ESC50:

  • Comments for the applicant 
  • Internal comments for the NA

Comments that are mandatory are marked with a red asterisk ( * ) .

The maximum number of characters that can be used for each available comment field in the Comments section is indicated in the top right corner of the text boxes, for example 5000 characters. The counter updates automatically while you type. If the maximum number of characters has been reached, a red  is displayed and no more text can be added. No minimum number of characters is required for the comments fields in the Comments section of the assessment.

When all mandatory comments are provided, Comments  in the Navigation is marked with a green check.

Indicate if there is a "Conflict of interest" or not

Click on Conflict of interest in the Navigation

If there is no conflict of interest, confirm this by selecting the radio button for  I declare absence of conflict of interest . After you confirm there is no conflict, and all other menu items in the navigation are marked with a green check, the assessment is completed. The  Submit  button becomes active.

If there is a conflict of interest, you must indicate this by clicking the radio button I declare conflict of interest. This will result in the Submit button not being activated and the assessment results cannot be submitted.  The  Conflict of interest  section in the navigation will not receive the green check. No further action is required.

In case of a Conflict of interest, you cannot complete the given assignment. To declare the conflict of interest for a specific project assessment:

  • In My Assessments, click the Actions button for the project assessment, then select the option Conflict of interest, or
  • In the Assessment Details screen, click Conflict of interest in the navigation.

Then check the option I declare conflict of interest.

Click the "Submit" button and confirm to submit the assessment results 

After you have completed the assessment, you have to submit the results. 

If no conflict of interest was declared in the previous step and all mandatory information for the assessment is complete, the Submit button (1) becomes active. Click on it to submit the assessment results. 

Confirm the submission by clicking on the Confirm and Submit  button in the pop-up dialogue box (2). A success message (3) displays when the submission was successful. 

The expert assessment is completed, all information on screen is greyed out and no more changes are possible.

In the Project information Assessments section, the submitted assessment is available in the now displayed subsection Assessment of Lead Role, as PDF file for download or to view in your browser.

Navigate back to "My Assessments" - Expert assignment completed

Navigate back to My Assessments

The status of the assignment is updated to Assignment completed . The relevant columns are filled in with the respective data. 

The ESC50 specific column Decision Lead Role displays the information as per outcome of the submitted assessment. If the column is not displayed, click on the Customise button and select it for your view. See My Assessments for details. 

If you open the assessment again after submission, it opens in a new tab in read-only mode.

ESC50 - Quality Label Consolidation assignment specifics

When working on a consolidator assignment for an ESC50 - Quality Label application for the Lead role, the basic functionalities are the same as described on page How to complete a consolidation assignment

The expert assigned as consolidator (1) provides the comments under the Award criteria for the Lead role. The consolidator can insert (2) the experts' comments using the dedicated functionality.

The consolidator must provide a score for each criterion. When all scores are provided, the calculated total score displays in the Lead role tab:

  • in green, if the required threshold was reached,
  • in red if the threshold was not reached

Options available for the Consolidator in the Award criteria of the assessment

When all Award criteria are completed, Award criteria in the navigation is marked with a green check.

The assessment overview table in the header is updated with the outcome of the consolidation in the consolidator column. The calculated score as per consolidation is displayed. 

In our example, the assessment outcome is Awarded. The required threshold was reached.

ESC50 - Quality Label Editor assignment specifics

Editing assignments for an ESC50 - Quality Label application for the Lead role follow the steps as explained on page AGED How to complete an editing assignment

In an ongoing editing assignment, only the comment fields in the Award Criteria and Comments section can be updated by the expert assigned as Editor

In ESC50 - Quality Label applications for the Lead role, the Award criteria will display the Lead role sub-tab. The editor can access Lead role sub-tab and make the required changes in the comment fields available, where required. 

No changes can be made on the scores.

An Editor can only update the comments fields in the Award Criteria and Comments sections



Expected Outcome

  • Assessment is submitted and locked, meaning it cannot be updated further.
  • The Assignment status of the submitted assignment changes to Assignment completed or, in the case of a declared conflict of interest, the assessment cannot be submitted and no further action is required from the expert
