The consolidation phase starts once all experts have submitted their individual assessments for a project and the NA Selection Manager initiates the consolidation process by configuring the consolidation. The NA Selection Manager nominates one of the experts involved in the project assessment as consolidator and the other expert(s) involved in the consolidation are required to give approval to the consolidation. The NA can however exclude any expert from the consolidation process. The expert(s) excluded from the consolidation process will not have to approve the consolidated version of the assessment.
If the consolidation was initiated by the National Agency, and the other expert(s) involved in the assessment process were selected to participate in the consolidation process, the following main steps have to be completed in Assessment Module by the expert assigned as consolidator and/or the other involved expert(s):

Access "My Assessments" from Single Entry PointLog in to the Single Entry Point and select My Assessments from the Assessment module. The My Assessments screen opens with the Search Filter and the Search results panels, displaying all your available assignments. See My Assessments for details on the basic functionalities of this screen. Filter your assignment(s) in the status "Consolidation ongoing"and open the assignment to work onConsolidator assignments requiring your attention will be in the status Consolidation ongoing. Use the available Search filters to filter the results list according to your needs. See My Assessments for details on the available search filters. In our example, we find one project in the status Consolidation ongoing, matching our search criteria. Click on the hyperlinked Project Code, or click on the Actions button and select the option Open assessment to open the Assessment details.
"Assessment Details" opens in new tabThe Assessment Details for the selected project assessment will open in edit mode in a new tab in your browser. By default, the Award criteria section displays, opened on the Consolidator tab.
Here the example of the thresholds indicator for Consolidation thresholds not reached, with a tool tip displayed. The relevant information displays when the mouse cursor is hovered over it.
"Project information" tabWhen opening an assessment from My Assessments it will always open the assessment on the Project Information by default. The information available here is relevant for the given assignment. Available subsections under Project Information include Application, Budget information, Assessments and Reports, in the case of the assessment of an interim or final report.
You may have to use the scroll bars of your browser to see all available sections. For available files, you have the options to:
In consolidator assignments you have access to the submitted individual assessments of the experts involved in the assessment of the project. Complete "Award criteria"By default, the Award criteria screen opens on the Consolidator tab. Comments and Score fields under the Consolidator tab are empty and have to be completed. You also have read-only access to the assessments of each of the experts involved in the project assessment. You can click on the available associated tabs, in our example the tabs for Expert 1 and Expert 2, to view the individual assessments. The Editor tab in our example is greyed out and cannot be accessed.
Complete Award criteria "Comments" using the "Insert" optionIn a consolidation assignment, it is possible to insert the comments the experts provided in their individual expert assignment(s) into the consolidation.
To insert the comments of a specific expert:
Complete all available Comments fields under Award criteria in the same manner. It is also possible to add (additional) text by simply typing in the text fields. It is possible to include the comments of more than one expert, if available and required. Simply select the other expert from the drop-down list on top of the comments field and click on Insert.The other expert's comments will also be added in the Comments field.
Complete "Award criteria" ScoresYou have to provide a score for each of the subsections available in the Award criteria screen. This is done in the Score field available in the top right-hand corner of each specific subsection. The maximum score that can be given for each is displayed.
While you enter the individual scores, the Consolidation Thresholds reached indicator and the overview table with the scores recorded in the header of the Assessment Details, will update automatically. Initially, for ongoing consolidation assignments, an orange badge is displayed for the Consolidation thresholds, showing the initial score as /100. The badge will change colour:
"Award Criteria" section completeWhen all information is provided, Award criteria in the Navigation is marked with a green check.
Complete "Typology Questions" (if applicable)Use the available radio buttons to answer the available questions, if requiredUse the Navigation to access the Typology questions section. If Typology questions is marked with a green check in the Navigation, no action is required. The green check indicates that the experts involved in the project assessment agreed on all questions, providing the same answer for each. If Typology questions is marked with a red X in the Navigation, at least one of the typology questions was answered differently by the involved experts during their individual assessments. In such scenario, you have to answer the questions for which the experts recorded different answers.
"Typology questions" section completeWhen all questions are completed, Typology questions in Navigation is marked with a green check.
Complete "Comments"Provide the comments required using the "Insert" optionUse the Navigation to access the Comments section. The Comments section of an assessment allows the expert to provide additional commentary for applicant, beneficiary and/or NA. Some comment fields are mandatory. Depending on the type of assessment and the action type of the project under assessment, different comment fields may be available. The following options are possible:
Comments that are mandatory are marked with a red asterisk * .
To insert the comments of a specific expert into a Comments field:
Complete all mandatory Comments fields under Comments in the same manner. It is also possible to add (additional) text by simply typing in the text fields. It is also possible to include the comments of more than one expert, if available and required. Simply select the other expert from the drop-down list on top of the comments field and click on Insert. The other expert's comment will also be added in the respective Comments field.
"Comments" section completeWhen all mandatory comments are provided, Comments in the Navigation is marked with a green check. Access the "Approval" section and mark the consolidation as ready for expert approvalUse the Navigation to access the Approval section. The Consolidation Approval screen opens, displaying subsections for the consolidator (editable) and all involved experts (not editable for the consolidator) to either send the consolidated version for approval or, in the case of experts involved, to approve. For all sections, the orange badge displaying Pending approval is shown, meaning all required actions still have to be completed. In our example, we see a subsection for the consolidator and one for the other expert involved in the consolidation process. Only the check box below the Consolidator section can be checked when working on the consolidator assignment. To complete the consolidator assignment and send the consolidated version for approval to the expert(s) involved in the consolidation process:
Approval in the Navigation is marked with a green check, indicating completion. The consolidator section in the Consolidation Approval screen is marked with a green stripe and is greyed out, the Approval request date displayed. The orange badge displayed earlier changed to green, stating APPROVED.
Consolidation assignment completedThe consolidation assignment is completed, all information in the available sections is greyed out and no more changes are possible. Consolidation assignment status changed to "Consolidation pending approval"Back in the list of your assignment, under My Assessments, t he consolidator assignment is now displayed with status Consolidation pending approval. Using the Assignment Status flag filter Consolidation pending experts' approval will highlight the row in orange for project assessment(s) in this status. Only when all involved experts gave their approval, the consolidated version can be submitted. It is possible to open the consolidated version by either clicking on the hyperlinked project code or via the Actions button by selecting the option Open assessment. The consolidated assessment will open in a new tab in read-only mode.
ESC50 - Quality Label specifics, call 2022The Award criteria section for the assessment of an ESC50 - Quality Label application form will display sub-tabs per requested role to complete. If applicable, the sub-tabs for the Host and/or Support role must be completed first before the Lead role sub-tab, if available, becomes active for completion.
For the comments to provide under the Award criteria for the requested roles, the consolidator has the option to insert the experts' comments, as described under How to complete a consolidation assignment > Complete Award criteria Comments using the Insert option. For the Host and/or Support role the consolidator must decide if the outcome of the assessment is acceptable or not acceptable, using the available buttons to the right of each criteria:
You must select an option (positive or negative) for each award criterion. The outcome of the assessment for a role is indicated with a green check in the relevant sub-tab, if all award criteria were deemed acceptable. A red X displays in the sub-tab if at least one criterion was deemed not acceptable. For the Lead role, if applicable, the consolidator must provide scores. When all scores are provided, the calculated total score displays in the Lead role sub-tab:
When all Award criteria per requested role are completed, Award criteria in the navigation is marked with a green check. The assessment overview table in the header is updated with the outcome of the consolidation in the consolidator column. If the organisation applied for the Lead role, the calculated score as per consolidation is displayed. In our example, the outcome was positive for the Host and Support role and the threshold for the Lead role was reached. All are marked as Awarded. Continue with the consolidation by accessing and completing the Typology questions.
ESC50 - Quality Label specifics, call 2023Assessments for Host/Support roleThe Award criteria section for the assessment of an ESC50, call year 2023 onward, application for the Host and/or Support role will display sub-tabs per requested role to complete. For an assessment for the host and support role, an information message is displayed, informing you of the fact that the award criterion Relevance is considered a common criteria for both the host and support role, and that the information provided for this criterion in the assessment of one role (comment and decision) will be transferred into the relevant fields for this criterion for the other role.
Here is an example of the displayed sub-tabs if the assessment is for the Support role only, where the organisation already has attained the quality label for the Host role in a previous year. Only the information in the Support role sub-tab can be accessed and must be consolidated. No information message regarding the Award criterium Relevance is displayed. The expert assigned as consolidator inserts the experts' comments using the dedicated functionality to complete the award criteria comments per requested role during the consolidation.
If the application is for both roles, consolidating the expert comments for the award criterion Relevance results in a pop-up window displayed, informing you of the fact that this criterion is common for both the host and support role assessment. The comment provided for this criterion for one role will be copied into the consolidated assessment for the other role. Click on OK in the pop-up to confirm. Clicking on Cancel will result in the information inserted being removed from the comment field of this criterion for both roles. For the Host and/or Support role, the consolidator must decide if the outcome of the assessment is acceptable or not acceptable, using the available buttons to the right of each criteria:
You must select an option for each award criterion.
After providing the decision for the award criterion Relevance for one role, in an assessment for the Host and Support role, a pop-up window will display, informing you of the fact that this criterion is common for both the host and support role assessment. The decision provided for Relevance, for example in the award criteria of the Host role, will be copied into the assessment for the Support role. Click on OK in the pop-up to confirm. Clicking on Cancel will result in the decision selected being deselected for both roles. Any changes you make to the decision of this criterion for one role will result in the pop-up being displayed and the decision being transferred to the same criterion for the other role, after confirmation. When all the award criteria have been evaluated (either marked as acceptable or not acceptable), the outcome of the assessment for a role is indicated in the relevant sub-tab, displaying Awarded or Not Awarded. The overview table in the header is also updated with the outcome of the consolidated assessment. In our example, the Host role is indicated as Awarded and the Support role as Not Awarded. Continue with the consolidation by accessing the Typology questions, the Comments and Approval section. Assessments for the Lead roleIn an consolidator assignment for the assessment of a Lead role application, the Project Information section in the assessment details includes the Application, Budget information, and Assessments subsections. In the case where an organisation applied for the Host/Support and the Lead role, the Assessments section may contain the PDF versions of the assessment of the Host and/or Support role, if the assessment for the related Host and/or Support role application (for the same year) was completed and accepted by the NA, with at least one role awarded. It provides access to the individual expert assessments, consolidator assessment and, if applicable, edited version of the consolidated assessment. You can:
KA171 specificsWhen accessing the Award criteria for a KA171-HED assessment, you will notice two main sections within the Consolidator specific tab:
If the organisation applies, as in the example below, for regional partnerships within the regions Pacific (Region 8) and Asia (Region 5), the Award criteria section of the assessment will display:
You can Open/Collapse the criteria for each section, using the available buttons.
For the comments to provide under the Award criteria, under General as well as Regional Questions, the consolidator has the option to insert the experts comments, as described under How to complete a consolidation assignment > Complete Award criteria Comments using the Insert option. For the all available Award criteria a score must be given. The maximum score that can be given is displayed for each criteria for your reference. In the regional sub-tabs under Regional Questions the outcome of the assessment for a region is displayed in the sub-tab if all award criteria have been evaluated and the scores have been provided. The total score will display, in green if the required threshold was passed, in red if the assessment did not reach the required threshold.
When all Award criteria are completed (General and Regional questions for each region), Award criteria in the Navigation is marked with a green check. The assessment overview table in the header is updated with the outcome of the consolidation in the consolidator column. In our example, the assessment outcome was positive. All required thresholds were met.
Continue with the consolidation by accessing and completing the Typology questions. |
