Preface

The minutes summarise the main conclusions and actions from the meeting. Actions are indicated in the minutes using checkboxes and are tracked in the "Open actions" section below.

Discussion, main decisions and actions

  • 2019 Transition year 

    • EEA will keep existing dashboard for monitoring (with updated guidelines by mid of January)
    • For reporting, JRC will develop textual part of country fiches and guidelines (by the end of January for testing, beginning of March for MS to update textual part of country fiches till 15 May 2019)
    • JRC with ENV to provide country fiches 2016 in docx format (by the end of January)
  • Development
    • JRC will continue work on development of harvesting function for MS (expected by the end of January)
    • 2018.1 sub-group will work on common guidelines (both on legal obligations as on the reporting system). Structure will be proposed by JRC.
    • JRC to send out the draft definition of Spatial scope code list for a feedback by mid of January.
    • Creation of new code list Spatial scope in INSPIRE Registry
    • EC (ENV+JRC) to clearly describe process of calculation of indicators including validation + conformity levels for metadata, network services (WMS, WFS & Atom) and data interoperability (self-declaration) (to be further discussed)
      Legacy indicators will be kept online to be able to compare with new style indicators. Old M&R data will not be integrated/converted to the new system (to be further discussed)

  • Communication / feedback / validation

    • Textual part of country fiches (in WebTool) will be filled in by content form 2016 country fiches in English. The updates by MS will be done either in native language or in English. 2018.1 subgroup will check with INSPIRE NCP/MIG about need for future country fiches in native languages.
    • Check possibility for automated translation + legal aspects
    • JRC, ENV and EEA to further discuss and develop a draft final high-level business process by February 2019 for feedback/validation by 2018.1 subgroup and MIG.
    • By March 2019 to share definition of conformity levels, business process, calculation methods and further clarifications on the explanatory note (as part of guideline) with MIG and MIG-T for discussion/feedback/validation
