Working Group on Early Childhood Education and Care

ET 2020 working group 

This working group supported Member States in improving the quality of their ECEC systems. In 2014, it proposed a European Quality framework for ECEC, which was later adopted by the Member States in the 2019 Council Recommendation on High-Quality ECEC systems.

From 2018 to 2020, the group focused on two of the main pillars of this quality framework, i.e. ECEC staff and access to ECEC. In February 2021, the group published the Toolkit for inclusive ECEC, as well as Guidelines on How to recruit, train and motivate well-qualified ECEC staff.
