• Action 2.1:

The status of the activities was presented by the EEA. New communication of the action will be set-up within the INSPIRE MIF GitHub organisation. The first meeting of the new sub-group is planned for 21 April.

• JRC and EEA to organise the new GitHub repository for action 2.1. 'Need driven data prioritisation' and to communicate this to the community.
  

• Action 2.2: The status of the nominations was presented by ENV. 6 MS nominated a total of 7 experts. The first meeting is planned for May 2021.
• Action 2.3:
  • Action 2.3.1. 'Governance of INSPIRE Artefacts': the status was presented by the JRC. In total, 4 MS nominated 6 experts. The proposals are still welcome. The first meeting is planned for end of April/beginning of May.

• MIG-T members to continue nominating members for Action 2.3.1 on the 'Governance of INSPIRE artefacts'.
  

• • Action 2.3.2. 'Simplification of data-service linking': The status was presented by the JRC.  12 MS nominated a total of 15 experts. Already 2 meetings were held: in the second, some Member States proposed data-service linking approaches which are now under discussion; the next step is to converge on an agreed solution and draft the technical approach. The GitHub space where all the work and results are provided is here.

Status update on Good Practices

  • Validation of OGC API-Features instances
  • CRS requirements class

• The proposers of the Good Practice (GP) on Coverages in INSPIRE held a webinar to increase the visibility of the work and organised a dedicated GitHub space. The GP will be proposed for endorsement by the MIG during the forthcoming meeting in June.
• The status of GP Making spatial data downloadable via WMS services and GP One access point to dispersed data sources were also presented. Both GPs are published on GitHub (see here and here). The dates for webinars are not yet set.

• Proposers of new Good Practices to follow closely the procedure for INSPIRE Good Practices and ensure good client and server support and enough documentation to enable the reproducibility of the proposed approaches.
  

• The GP on OGC API-Features as INSPIRE Download service:
  • was endorsed by the 12th MIG meeting. Inclusion of options for CRS different from CRS84 was suggested by MIG. A new optional requirements class was prepared accordingly.
  • Work is ongoing to develop ETS for OGC API - Features to be included in the INSPIRE Reference Validator.

Data encoding good practices

• Challenges and Proposed approach (JRC)
• GeoPackage (DK, EEA)

• The Challenges and a proposed approach for the evolution of alternative encodings in INSPIRE were presented by the JRC. The possible stepwise approach includes three consequent steps:
  • Step 1. Data encoding,
  • Step 2. Description of the mapping to the default encoding, and
  • Step 3. Data validation.

• MIG-T members to provide comments to the proposed approach for alternative encodings on GitHub through the means of Issues in the dedicated repository.
  

• GeoPackage work is ongoing and could be followed on the corresponding GitHub repository.

Update on Commission initiatives 

• Evaluation of the INSPIRE Directive (ENV)
• High-value datasets (ENV)
• INSPIRE Virtual conference 2021 (JRC)
• GAIA-X workshop (ENV, JRC, BKG)

• The work on Evaluation of the INSPIRE Directive is ongoing. A public consultation is planned for April 2021 and targeted for April - May 2021. The dates will be communicated to the MIG and MIG-T.
• High-value datasets: the new Implementing Act is in the pipeline. The public consultation will be open soon, and adoption is planned for the end of June.

• MIG-T members to provide feedback and communicate to INSPIRE stakeholders the Open Public Consultations for (1) the evaluation of INSPIRE, and (2) the Implementing Act for high-value datasets.
  

• The INSPIRE Virtual Conference will be held on 25-29 October, 2021. More information will be published by the end of April on a dedicated conference web page.
• GAIA-X workshop is planned to explore the synergies between INSPIRE and GAIA-X. It is planned as a two half day event. Exact dates to be confirmed and communicated.

CEF GeoE3 project (Jari Reini, NLS Finland)

• The CEF GeoE project was presented. The activities of the projects are well aligned with the new INSPIRE WP and the outcomes will be useful for moderinisng the technical approaches for sharing of geospatial data.

Topics proposed by MS

• Harmonised and non-harmonised datasets in INSPIRE (interventions by NL, SK)
• Discussion of different options (JRC)

Geoportal

• The backend is being migrated to GeoNetwork, following the first positive assessment performed last year.
  
• A mockup of a new frontend is presented. This will be introduced to both: be aligned with the new EC web guidelines, and provide access to high-value datasets published under INSPIRE. The new fronted will be released after the publication of the Implementing Act on High-Value datasets (Q2 2021).
• The helpdesk, migrated to GitHub, is working very well.
  

Validator

• A new version (v. 2021.1) was released on March 18, 2021, which includes both breaking and non-breaking changes. The next release is scheduled for June 2021.
• The development of ATS/ETS for Annex II/III data themes is progressing; the updated situation is available here.
• New ATS/ETS for OGC API - Features are under development. Work is currently ongoing to include the tests available in the OGC TEAM Engine; afterwards, the INSPIRE-specific tests will be developed.
• The new UI was released in the staging instance of the Validator; from the June release, it will be also included in the production instance. Feedback on the new UI can be provided in the helpdesk.

Re3gistry and INSPIRE Registry

• v.2.1.0 of the Re3gistry software was published and is accessible here. The community of users looks very active.
• The Re3gistry v.2 will be included in the upcoming v.14 of the OSGeo Live, expected to be released in May 2020.
• A release of the INSPIRE Registry based on the new version of the Re3gistry software will be released soon.
• The helpdesk of the INSPIRE Registry was migrated to GitHub and the procedure for proposing changes is described.
• The INSPIRE Register Federation service is operational, with 10 federated registers.

• Country fiches 2021 are published and available (HTML + PDF) in the INSPIRE in your country section of the INSPIRE knowledge base.

Helpdesk

• Helpdesks are integrated in the GitHub INSPIRE-MIF organisation.
• Two new facilitators are appointed to help with issues and good practices, and a code of conduct was introduced.

INSPIRE artefacts

• The governance approach for INSPIRE artefacts, already presented at the 64th MIG-T meeting, is being operationalised. The governance approach is presented for schemas but can be reused for all INSPIRE artefacts.
• New repositories for application schemas and technical guidelines were established. While the schemas have been already imported on GitHub, technical guidelines need first to be converted in Markdown/Asciidoc so that they can be managed and edited in GitHub.
• GitHub artefacts (labels, issues, pull requests, releases) will be used to operationalise the governance approach described.
