The minutes summarise the main conclusions and actions from the meeting. Actions are indicated in the minutes using check boxes and are tracked in the "Actions" section below.
The meeting was chaired by JRC (M. Lutz, A. Kotsev) and attended by experts from AT, BE, CY, CZ, DE, DK, EE, EL, ES, FI, FR, HR, HU, IS, IT, LI, LU, NO, NL, PL, PT, SE, SK, SI, SR, European Commission (DG AGRI, DG ENV and DG JRC), EEA.
Candidate good practices were presented by experts from PL (GP1 and GP2), ES (GP3) and AT (GP4). All presentations were well received by MIG-T members. Major comments were on lack of technical specifications and normative references and guidelines/documentation that is not available in English.
GeoPackage
GeoPackage presentation was given by expert from DK. An ad-hoc group has been organised (with several interested countries: AT, BE, DK, ES, NL and the EEA) and has already discussed regarding the possible proposal of GeoPackage as a candidate good practice. The work will be continued. Other interested countries are invited to participate in the group. An empty GitHub space is created to accommodate the work of this informal group.

Feedback and possible approval of Good practice candidates
Feedback on each GP candidate proposal was collected by using slido (slido poll results here).
All proposals were endorsed as candidate good practices by the MIG-T, subject to the comments received by 30 October being taken into account.
All interested colleagues to send comments/suggestions to GP proposers by for possible modifications.
Proposers to share the updated document(s) with the MIG-T (the GP fiche as well as specification documents), taking into account the comments received, and continue with the next steps as foreseen by the GP procedure.
The JRC presented the release of the new versions of the central components to be used for Monitoring and Reporting 2020.
The new version (v.1.4.0) of the INSPIRE Geoportal includes full support for metadata TG 2.0. The testing period is open between September 16 and October 23. The new release used for INSPIRE M&R 2020 will be ready before November 15. Harvesting of metadata from MS catalogues will start from December 16.
The new version (v.2020.3) of the INSPIRE Reference Validator is a bugfix version which only incorporates non-breaking changes happened after the June release, and provides improved instructions for Docker deployment. MS are encouraged to locally deploy the Validator and use it for massive metadata validation.
The new version (v.2020.2) of the metadata bulk validation tool, based on the INSPIRE Reference Validator, is updated to only validate metadata against TG 2.0 requirements. To be used with local instances of Validator.
Feedback on the new version of the components can be provided in the corresponding helpdesks.
MIWP actions status reports (ongoing activities only)
Ongoing discussion on the sustainable future of the Community Forum. Summer and Autumn newsletters are available, winter edition will be published later this year. A dedicated event (webinar), organised by facilitators on the INSPIRE implementation experiences, is planned for the beginning of December.
2016.5 Priority data sets / Thematic Viewer
The INSPIRE CT is working on the resolution of comments received on the updated list of data sets for eReporting v.2.1 that will be completed in October. The JRC is preparing updates of the INSPIRE Geoportal with modifications on Environmental Domains that will be published with new release of Geoportal in mid-November.
2020.1 INSPIRE Download services based on the OGC API - Features
Technical guideline and use cases collected by the group are available in the dedicated GitHub space alongside the minutes and presentations from the monthly meeting. Organisation of a dedicated event is planned for presenting the work done and conclude the work by submitting a proposal to the MIG for endorsement of the good practice for the use of the OGC API - Features as INSPIRE download service.
DG AGRI presented ongoing work on agricultural data sharing under INSPIRE. All countries are invited to be more involved in these activities and outreach to Paying agencies on the national level. JRC Technical Guidelines on IACS Spatial Data Sharing are available to help improve the discoverability and reuse of the data.
2 examples of sharing agricultural data were presented by experts from EE and ES (Catalonia).
The overall conclusion is that public sector agricultural data are a valuable resource and the objective for making the best of it is shared between INSPIRE and Paying Agency stakeholders.
Central INSPIRE components (status and future work)
The JRC presented the status and future work on the sustainability of central INSPIRE components. The focus is on maturing technology that is fit for purpose and INSPIRE specificity together with building strategic partnerships with communities. It includes a harmonised approach for INSPIRE helpdesk.
The INSPIRE Geoportal has been updated to support metadata TG 2.0. Testing period for the September release is open until October 23. The future evolution will be focused on improvement of the harvesting system through the migration to GeoNetwork and the simplification of data-service linking.
The INSPIRE Reference Validator has been updated in September, and a new version of the ETF (the open source validation engine powering the INSPIRE Reference Validator) is foreseen for October 2020. ATS/ETS development is progressing (see here) and the new UI of the INSPIRE Reference Validator has been open for internal testing by the community. The network of national validation contact point started its activities in July. Limits to the use of the INSPIRE Reference Validator through API calls will be established by the JRC.
To comply with the JRC ICT security rules, all the resources available under the INSPIRE domain (inspire.ec.europa.eu) were recently moved under a reverse proxy that redirects them from HTTP to HTTPS. Temporary exception to this migration is represented by INSPIRE schemas. 3 options are available but only until February 2021. Afterwards the only behaviour available will be the automatic redirect to HTTPS.
JRC to inform INSPIRE solution providers about the upcoming change (HTTP→HTTPS) for all INSPIRE resources.
FR presented the outcomes of the bilateral meeting with JRC on metadata harvesting. The outcomes were beneficial and have triggered the process of metadata improvements in FR.
DG ENV informed on the current activities related to the GreenData4all initiative which aims to modernise the INSPIRE Directive and the Directive on Public Access to Environmental Data. The work will be closely related with the forthcoming evaluation of the INSPIRE Directive for which the roadmap is under public consultations. In parallel, DG ENV published the call for a study on the impact assessment that will be used within the context of the evaluation of the INSPIRE Directive.
INSPIRE Conference 2021
The INSPIRE Conference 2021 is planned as a hybrid event (online+face to face) to be held in Dubrovnik between 07-09 September 2021. More information will be provided later this year.
LIFO2020
The ELISE ISA2 action presented the Location Interoperability Framework Observatory (LIFO) 2019 survey results, and a call for collecting data for the new version of the survey (LIFO2020). 19 countries already confirmed participation. All other interested countries are encouraged to take a part in the survey which will be open until December 11th.
Update of INSPIRE HH and Environmental Noise Directive e-Reporting
The EEA, supported by external consultants presented recent work on update of the INSPIRE-HH schema for Environmental Noise Directive e-Reporting. The proposed solution was already shared on the INSPIRE Community Forum, and can be further considered as a candidate good practice.
Updated Action fiches for MIWP 2020-2024 were presented by ENV, JRC and EEA.

AOB
MIG-T members agreed that the procedure for presenting and discussing candidate good practices is in general fit for purpose, and can be continued in the future.
DE suggested that there could be possible links between INSPIRE and the French-German GAIA-X initiative. GAIA-X is expected to play a role in action 1.1 of the upcoming INSPIRE WP. There are also possible links to the development of Destination Earth (one of the building blocks of the Green Deal data space).
DE and JRC to investigate the possibility of organising a workshop on this topic with GAIA-X counterparts.
The next MIG-T meeting is foreseen for December 2020 or January 2021 (precise dates tbc).
