PRB reports: Additional monitoring 2020 and Advice on the Revision of RP3 Performance Targets

The Performance Review Body has published two reports today: the Monitoring Report on the Financial and Operational Impact of COVID-19 on the SES (monitoring_report_on_the_financial_and_operational_impact_of_covid_19_on_the_ses_publishing.pdf) touching upon the 2020 performance based on the latest data available (additional monitoring report) and PRB Advice on the Revision of Performance Targets for RP3 (advice_to_ec_on_targets_for_rp3_final.pdf). Both these reports reflect the extraordinary situation of 2020 and 2021.

PRB Monitoring Report 2019 and RP2 Overview

The Performance Review Body announces the publication of its Annual Monitoring Report 2019, which consists of the main report and four annexes, providing detailed analysis on specific aspects. As 2019 was the final year of the second reference period (RP2), this year’s edition further includes an assessment of the entire reference period.

EASA RP3 Safety Supporting Material

The objective of this Supporting Material is to provide technical material regarding the implementation and measurement of the Safety Key Performance Indicators (SKPI) at the level of air navigation service providers (ANSPs) and the Safety Performance Indicators (SPIs) at both the State and ANSP level. This Supporting Material proposes Acceptable Means of Compliance and Guidance Material appropriate to the requirements of the SKPI of RP3 of the SES Performance and Charging Scheme as provided for under Commission Implementing Regulation (EU) 2019/317.

A CAPEX dashboard is available to review RP2 investments by ANSPs and it has been used to produce Annex IV of the 2018 PRB Monitoring Report: annex_iv_-_capex_report.pdf

PRB Annual Monitoring Report 2018 - Preliminary Results

On 4th September 2019, the PRB has published the preliminary results of the Monitoring Report 2018 – part A, containing the preliminary conclusions for Union-wide level and preliminary conclusions on seven hotspots at Member State level. The report can be accessed:

New PRB members appointed as of 1 September 2019

Following the call launched in March 2019, the Commission appointed three new members of the PRB of the Single European Sky as of 1 September 2019.

The three new members are:

  • Ms Estelle Malavolti
  • Mr Hans Ollongren
  • Mr Ben Van Houtte

PRB members undertaking a second mandate are:

  • Ms Regula Dettling-Ott
  • Ms Magdalena Jaworska
  • Mr Andrew Knill
  • Mr Ulrich Schulte-Strathaus
  • Ms Rosa Arnaldo Valdes
  • Mr Daniel Weder

The Director-General of Directorate-General for Mobility and Transport (DG MOVE) asked Ms Regula Dettling-Ott to continue her role as chair of the PRB.

The previous mandate of the PRB ended in May 2019.

The PRB Monitoring Report 2017 analyses the data submitted by Member States under the obligations outlined in the performance Scheme Regulation[1]. The data relating to the Safety KPA was compiled by the European Aviation Safety Agency (EASA) for the year 2017 and presented in the safety report. Data relating to Environment, Capacity and Cost Efficiency KPAs was compiled by EUROCONTROL. The report also considers evolutions during 2018 data to help understand the developments observed in 2017. The analysis is followed by recommendations of the PRB to the European Commission and Member States.

Monitoring the performance of the Member States in air traffic management is a core task of the PRB. In the past months, the discussion about the performance of the European Air Traffic Management has reached the wider public because of the high level of delays during the summer months. This increases the pressure on all stakeholders to identify the reasons for problems and to implement solutions.

The PRB’s analysis are based on four Key Performance Areas: Cost-efficiency, capacity, environment and safety. Capacity and the level of delays remain the main concern of the current European Air Traffic Management system. To improve the capacity performance in Europe, significant changes are required in some Member States. To address the capacity constraints, both long- and short-term measures should be applied. The short-term measures should address immediate capacity concerns for 2019 and the start of Reference Period 3, which will start in 2020. The long-term measures should also aim at investing in technologies that will improve capacity and enable air navigation service providers to manage the forecasted increase in traffic for the next decade.
