Businesses collect a great amount of data potentially beneficial forevidence-informed public policymaking. Private sector data of publicinterest could be useful to address health, societal and environmentalchallenges - this data relationship is also called Business toGovernment (B2G) data sharing. For instance, public authorities haverecently sought access to location data collected by mobile phoneoperators in order to tackle the spread of the COVID-19 virus andmonitor compliance with restrictions, as well as for better urban trafficmanagement. However, substantial asymmetries exist between BigTech corporations and governments as concerns data collection andaccess. Public entities, especially local and regional governments, areoften in a weaker position vis a vis tech companies and experiencedifficulties finding sustainable instruments to access privately held datain a transparent and systematic manner. Businesses are often reluctantto share data with public sector organisations, mainly due to potentialprivacy risks and commercial sensitivity |

In a local administration of a medium size city several ride-sharingoperators are running their services. While the city council manages someof these, others are privately-owned. This fragmented set-up presentsa challenge for the administration, as little is known about the overalluptake across the mobility services, and fleets of scooters and bikes areresources difficult to optimise and manage. Access to comprehensive andintegrated information from all operators would allow better urban planningand implementation of Mobility-as-a-Service (MaaS). Yet, operators arereluctant to share data collected as a by-product of delivering their services.The administration attempts to establish ad-hoc public-private data sharingagreements with each company, but these are sub-optimal due to excessivecosts and a low level of granularity in data shared by the operators. |
