Context
Subject to the outcome of the ongoing impact assessment under GreenData4All, the Commission will table a legal proposal for simplifying the INSPIRE Directive and align the rules with more recent horizontal legislation. Such an alignment should reduce the administrative burden for data providers and users and reflect interoperability requirements introduced by the Interoperable Europe Act. It should also establish a more cohesive data landscape that promotes the once-only principle and ensures that environmental data plays a more integral role in the EU's digital single market.
The Commission is indicatively expected to come forward with the Impact Assessment report and a legal proposal by Q3 2025. The MIG will be kept informed and engaged in the ongoing impact assessment as part of Action 3.1 GreenData4All initiative. This legal proposal might impact implementations of the INSPIRE Directive in the Member States. This action has the objective to remediate possible impact on existing implementations.
Proposed action
This action will start after the adoption by the Commission of a legal proposal to revise the INSPIRE Directive, with the establishment of a temporary dedicated expert sub-group and an initial assessment by the MIG of the possible impact of the proposed changes to existing implementations. When the proposal is adopted by Parliament and Council, this assessment will be updated and a roadmap, guidelines and good practices will be developed to facilitate the transition to a changed legal context, where needed.
Organisational set-up
The action is led by ENV, with contribution by the MIG, MIG-T, European Commission DGs and the EEA. A temporary dedicated sub-group will be established..
